Heritage Greenspan : le triomphe de la politique discretionnaire

Abstract

Le 31 janvier 2006, s'acheve le dernier mandat d'Alan Greenspan à la tete de la Reserve federale. Sous sa houlette, la Banque centrale americaine a fait evoluer considerablement sa pratique monetaire. Le president de la Fed a refuse toute regle de decision pre-etablie afin de pouvoir reagir aux evenements avec la plus grande flexibilite. La Fed est devenue un gestionnaire du risque macroeconomique et a su faire du marche obligataire son allie pour orienter son action en lien avec les mouvements des taux longs. En meme temps, elle a ete particulierement attentive au changement structurel. En particulier, Greenspan a su tres tot detecter l'acceleration des gains de productivite et y adapter sa conduite monetaire. Les dix-huit ans de l'ere Greenspan resteront celles du triomphe de la politique discretionnaire. Comment va se faire le passage de temoin au nouveau president Bernanke ?
