Quel cadre d'implication du secteur prive proposer pour gerer les crises de liquidite dans les economies de marche emergentes ?

Abstract

L'implication du secteur prive dans la resolution des crises de liquidite est un des themes les plus ardemment debattus au sein de la nouvelle architecture financiere internationale. Face aux critiques que subit l'approche au cas par cas preconisee par le secteur officiel et a l'irrealisme de la stricte approche par la regle, il est possible d'etablir un cadre global de compromis realiste en vue d'une resolution ordonnee des crises. L'article montre qu'en depit de leur apparente dissonance, les deux types d'approches "intermediaires" prenant part dans le debat actuel sur l'implication du secteur prive -l'approche institutionnelle ou statutaire et l'approche contractuelle- peuvent être complementaires et verifier les regles de faillite optimales.
