Abstract

Cuando se finiquitaron los detalles para la puesta en marcha del Tratado de Libre Comercio (TLC), en el sexenio de Carlos Salinas de Gortari se apostaba a que la nación saldría del subdesarrollo con la simple apertura comercial como principal o único factor del Bienestar, así se hace necesario en estos mas de diez años de comercio con las naciones del norte, primeramente instrumentar de alguna manera el bienestar a obtenerse y posteriormente reflexionar sobre los resultados que se obtengan de la instrumentación del factor de prosperidad, sobre todo teniéndose en cuenta la heterogeneidad en niveles de desarrollo dentro de la nación.
