Umfragegestützte strukturelle Finanzierungssalden

Abstract

Seit vielen Jahren wird über die Ausgestaltung der Fiskalregeln in der EU und Deutschland diskutiert. Die Kontroverse dreht sich dabei unter anderem um die Revisionsanfälligkeit der Konjunkturkomponente des staatlichen Finanzierungssaldos, die zur Bestimmung des strukturellen Finanzierungssaldos geschätzt werden muss. Marcell Göttert und Timo Wollmershäuser vergleichen eine neue umfragegestützte Methode, die die konjunkturelle Lage anhand der Kapazitätsauslastung misst, mit der bisher im Rahmen der EU-Haushaltsüberwachung verwendeten Produktionsfunktionsmethode. Sie zeigen, dass die Revisionen der Konjunkturkomponente bei der umfragegestützten Methode deutlich geringer und nicht systematisch sind. Somit liefert die Kapazitätsauslastung bereits frühzeitig ein verlässliches und insbesondere unverzerrtes Signal über die aktuelle konjunkturelle Lage und kann damit auch beim aktuellen Vorschlag der EU-Kommission bzgl. der Fiskalregeln zur Anwendung kommen.
