Angebotsseitige Produktionsbehinderungen und überausgelastete Produktionskapazitäten – eine aktuelle Einordnung für die deutsche Wirtschaft

Abstract

Die deutsche Wirtschaft leidet unter gewaltigen Angebotsschocks. Engpässe bei der Lieferung von Rohstoffen, Vorprodukten und Handelswaren sowie ein ausgeprägter Arbeitskräftemangel belasten die Herstellung von Waren und Dienstleistungen in nahezu allen Wirtschaftsbereichen. Durch die weiterhin kräftige Nachfrage nach Waren und Dienstleitungen sind gleichzeitig die Kapazitäten überausgelastet. Dieser Artikel stellt ein neues ifo Maß für angebots- und nachfrageseitige Produktionsbehinderungen vor und beschreibt die Konstruktion der gesamtwirtschaftlichen ifo Kapazitätsauslastung. Es wird gezeigt, dass das umfragebasierte Auslastungsmaß bei angebotsseitigen Produktionsbehinderungen in Echtzeit eine treffsicherere Einschätzung der Lage der deutschen Wirtschaft im Konjunkturzyklus gibt als die herkömmlich verwendeten Produktionslückenschätzungen.
