Key Aspects of Awarding Rules for Frequency Auctions 2019: Setting an Agenda for Germany’s Mobile Communications Market

Abstract

In November, Germany’s Federal Network Agency published its decision on the allocation rules for a total of 120 MHz and 300 MHz radio spectrum frequencies in the 2 GHz and 3.6 GHz ranges, which will be auctioned off in spring 2019. Torsten J. Gerpott, University of Duisburg-Essen, presents the requirements for frequency use and analyses how they differ from the provisions that the Agency had submitted for discussion in September 2018.
