Productivity Weaknesses in the German Service Sector

Abstract

A weakness in productivity has been apparent in the German service sector for a long time. However do all service segments display low productivity growth, and how can low productivity over a longer period of time be explained? What types of policy measures are needed in Germany or at a European level in order to enable increases in productivity?
