Sustainable innovative water resource management - German governance-structure in an international comparison

Abstract

In the water sector French, British and US enterprises are regarded as the "champions" and Germans as latecomers. Lena Partzsch, Helmholtz Center for Environmental Research (UFZ), Leipzig, examines this viewpoint against the background of the governance structures of the four provider countries. The French model of private concessions and public private partnerships confronts German enterprises with functional problems: On the one hand, the locally oriented German water resource management, due to its goals, working methods as well as the legal, financial and logistic restrictions cannot compete with French enterprises, which have been active for some time in international markets. On the other hand, experience in England shows that the restructuring, that is centralisation, privatisation and liberalisation of the supply structures, has been unsuccessful. Furthermore, ecological aspects have not been taken into consideration. Support measures for water resources management, in the opinion of the author, should focus on environmental innovations that offer the most growth potential in the water sector. The effect of high quality standards in Germany and the EU is that the enterprises have time to adjust to high standards and to profit from this on the international market. In parallel, the German government should urge the setting of high standards worldwide and export their environmental policies.
