Das Konzept des Solidarischen Bürgergeldes

Abstract

Das Solidarische Bürgergeld sieht die Gewährung eines bedingungslosen Grundeinkommens für Erwachsene in Höhe von monatlich 800 € pro Kopf und eines Kinderbürgergeldes in Höhe von 500 € pro Kind vor, von denen jeweils 200 € den Charakter einer Gesundheits- und Pflegeprämie haben. Sämtliche Sozialversicherungsbeiträge entfallen. Stattdessen zahlen die Arbeitgeber eine Lohnsummensteuer für ihre Arbeitnehmer. Das Bürgergeld wird mit eigenem Einkommen ab dem ersten Euro zu einer Transferentzugsrate von 50% abgeschmolzen. Bis zu einem Bruttoeinkommen von 1600 € sinkt es daher um 50 Cent je Euro zusätzlichen eigenen Einkommens. Ab einem Bruttoeinkommen von 1600 € halbiert sich das Bürgergeld von 800 € auf 400 €. Im Gegenzug sinkt der Einkommensteuersatz auf 25% ab.
