European Union - Institutional reforms for a functional, future EU

Abstract

The goal of the Nice Summit of December 7 and 8 is agreement on reforms of EU institutions. In the opinion of the Bavarian Prime Minister Dr. Edmund Stoiber, the meeting should result "in a clear division of tasks according to the dictates of the subsidiarity principle, and the European Union should concentrate in future on the true European core responsibilities". Prof. Werner Weidenfeld, Director of the Center for Applied Policy Research (CAP) at the University of Munich (LMU) and member of the board of the Bertelsmann Foundation, Gütersloh, argues for a "clear division of tasks between the Union, the member states, and their regions: All three levels are dependent on each other, must preserve their ability to function, and must distribute tasks sensibly among each other".
