Duty Free im innergemeinschaftlichen Reiseverkehr vor der Abschaffung

Abstract

In einem Jahr, am 1. Juli 1999, läuft innerhalb des Europäischen Binnenmarktes die Duty-Free-Sonderregelung aus. Die Abschaffung, die im Grunde schon am 1. Januar 1993 hätte erfolgen müssen, ist zwar jetzt beschlossen, jedoch ist in den letzten Monaten eine Diskussion über die Auswirkungen entflammt. Als Hauptargument gegen das Auslaufen der Sonderregelung werden die befürchteten negativen Arbeitsmarkteffekte angeführt. Das ifo Institut weist nach, daß die geschätzten Arbeitsplatzverluste von 50000 für das gesamte EU-Gebiet niedriger ausfallen werden. Es räumt jedoch ein, daß sich möglicherweise in bestimmten strukturschwachen Regionen negative Effekte nicht vermeiden lassen, wenn die Subventionierung eingestellt wird.
