Ein Markt, eine Währung, eine Konjunktur? : zum Konvergenzprozeß zwischen den Teilnehmerstaaten der Europäischen Währungsunion

Abstract

Der Countdown für die Europäische Währungsunion (EWU) läuft. Elf Länder (Deutschland, Frankreich, Italien, Niederlande, Belgien, Luxemburg, Österreich, Irland, Finnland, Spanien und Portugal) geben ab dem nächsten Jahr die geldpolitische Steuerung in die Hand der Europäischen Zentralbank (EZB). Im allgemeinen wird davon ausgegangen, daß die Währungsunion um so besser funktioniert, je ähnlicher die ökonomische Entwicklung in den beteiligten Ländern ist. Im folgenden wird untersucht, wieweit der Konvergenz bei den monetären und den fiskalischen Bedingungen und bei der realen Einkommensentwicklung zwischen den Mitgliedslämdern der Währungsunion schon vorangekommen ist. Dabei wird vor allem auch geprüft, wieweit sich die Konjunkturzyklen inzwischen angenähert haben und welche Konsequenzen die Währungsunion für die Konjunkturentwicklung und die Wirtschaftspolitik in den einzelnen Ländern hat.
