Wieder stärkerer Gleichlauf von Steuern und Konjunktur

Abstract

Die jüngste Prognose des Arbeitskreises "Steuerschätzungen" konnte von den Finanzpolitikern in Bund und Ländern mit Erleichterung aufgenommen werden : Das Ergebnis der November-Schätzung für 1998 mußte zwar um 3 Mrd. DM auf 820,5 Mrd. DM nach unten revidiert werden, aufgrund des Preisanstiegs kann jedoch auch auf der Ausgabenseite mit zusätzlichen Einsparungen gerechnet werden. Der Arbeitskreis, der sich in der Frühjahrssitzung auch mit der mittelfristigen Aufkommensentwicklung beschäftigte, rechnet damit, daß die Steuereinnahmen von 1999 bis 2002 um durchschnittlich 4,5% p.a. steigen. Damit scheint die Gefahr gebannt, daß die öffentlichen Hände wegen weiter wegbrechender Einnahmen ihre Kernaufgaben nicht mehr erfüllen können oder daß neue -das Wachstum schwächende - Steuererhöhungen beschlossen werden müssen. Trotz der positiven Prognosen bleibt der Spielraum für zusätzliche Ausgaben begrenzt, und eine umfassende Steuerreform ist nicht weniger dringlich geworden.
