Kasachstan : zwischen Stagnation und Wachstum

Abstract

Der vorliegende Artikel gibt einen Überblick über die Wirtschaftsentwicklung in Kasachstan im Jahr 1997 und prognostiziert die konjunkturellen Perspektiven für 1998 und 1999. Nach einem leichten Anstieg des realen Bruttoinlandsprodukts im Jahr 1996 (0,5%) wird für 1997 ein Zuwachs von 2,0% berichtet. Träger des Wachstums war die Industrie mit einer Produktionssteigerung von 4%. Wachstumsbranchen sind die exportorientierte Öl- und Erdgaswirtschaft und die Metallurgie, in denen ausländischen Firmen eine bedeutende Rolle spielen. Eine Trendwende zeichnet sich in den Investitionsaktivitäten ab. Nach jahrelangem Rückgang wird für 1997 ein Zuwachs von über 20% gemeldet. In der Geld- und Fiskalpolitik wurde der 1995 eingeschlagene Stabilitätskurs auch 1997 konsequent fortgesetzt. Für 1998 wird ein Wirtschaftswachstum von 3,0% erwartet. Als durchschnittliche jährliche Preissteigerung wird 12,5% anvisiert, wodurch die Inflationsrate am Jahresende erstmals einstellig ausfallen könnte.
