Der Euro - das Ende der Vorherrschaft des Dollar?

Abstract

Zum 1. Januar 1999 wird die dritte Stufe der Europäischen Währungsunion (EWU) vollzogen. Die Bedeutung des Euro wird in der Anfangsphase zwar relativ gering sein, aber durch den zu erwartenden Vertrauensgewinn sowie durch die Attraktivität des europäischen Finanzmarktes wird die internationale Verbreitung des Euro als Transaktions-, als Anlage- und Emissions- sowie als Reservewährung zunehmen. Eine Gefährdung der US-amerikanischen Währung durch den Euro wird allerdings mittelfristig nicht erwartet. Dennoch kann der Euro nach seiner Einführungsphase mit Aufwertungseffekten rechnen, da verbunden mit den Umschichtungen der Devisenbestände von Nicht-EWU-Zentralbanken und mit den Portfolio-Umschichtungen der privaten Anleger die Nachfrage nach der europäischen Währung steigen wird. Diese Aufwertung sollte jedoch nicht überschätzt werden, denn entscheidend für den Euro-Außenwert werden Konjunkturverlauf, Zinserwartungen und die Glaubwürdigkeit der Europäischen Zentralbank sein.
