Gesamtwirtschaftliche Beurteilung von CO2-Minderungsstrategien

Abstract

Das ifo Institut und Rheinisch-Westfälische Institut für Wirtschaftsforschung haben im Auftrag des Bundesministeriums für Wirtschaft die Wirkungen der von der Interministeriellen Arbeitsgruppe "CO2-Reduktion" (IMA), und der Enquete-Kommission "Schutz der Erdatmosphäre" vorgeschlagenen Maßnahmen untersucht. Das Ziel, die CO2-Emissionen von 1990 bis 2005 um 25 % zu reduzieren, läßt sich mit dem IMA-Instrumentarium allein nicht erreichen. Die von der Enquete-Kommission zusätzlich entwickelten Maßnahmen, insbesondere der Ausbau der industriellen Kraft-Wärme-Koppelung und die Übertragung der Wärmeschutzverordnung auf den Altbaubestand, sind zwar geeignet, das Einsparpotential im erwünschten Maß zu erhöhen. Ihre Anwendung wäre jedoch mit erheblichen gesamtwirtschaftlichen und sektoralen Problemen verbunden.
