Aktuelle Tendenzen und Perspektiven in der Binnenschiffahrt

Abstract

Die Liberalisierung der Verkehrsmärkte beschleunigte auch in der Binnenschiffahrt den Strukturwandel. Mit der Aufhebung des Tarifsystems für innerstaatliche Verkehre am 1. Januar 1994 sowie der Freigabe der Kabotage am 1. Januar 1995 hat sich der Wettbewerb auf den deutschen Wasserstraßen verschärft. Zum einen sanken die Frachtraten für nationale Transporte, zum anderen ist nunmehr der Zugang zu diesen Verkehren für alle Binnenschiffer aus den EU-Staaten offen. Obwohl dort die Liberalisierung noch nicht so weit fortgeschritten ist, haben die Binnenschiffsunternehmen auch in anderen EU-Ländern Anpassungsprobleme. Die Europäische Kommission will deshalb mit einem (weiteren) Hilfsprogramm diesen umweltfreundlichen Verkehrsträger fördern und u.a. zur Modernisierung der Umschlagseinrichtungen beitragen. Da das Transportaufkommen an Massengütern künftig eher zurückgehen wird, muß die Binnenschiffahrt sich stärker auf die Beförderung von Stückgut einrichten.
