Rußland vor der Wahl : wohin geht der wirtschaftspolitische Kurs?

Abstract

Der Bericht untersucht die Situation in Rußland vor den Wahlen zur russischen Staatsduma am 17. Dezember 1996, im Hinblick auf die Entwicklung der Wirtschaft, die durch die unterschiedliche Wirtschaftspolitik der einzelnen Parteien bestimmt wird. Zunächst wird deutlich, daß sich der Produktionsrückgang verlangsamt hat. Besonders der Agrarbereich konnte mit positiven Wachstumsraten das reale Bruttoinlandsprodukt verbessern. Für 1996 werden zwischen 0 % und 10 % Wachstum des BIP erwartet. Die Arbeitslosigkeit stieg kontinuierlich auf 7,8 % im zweiten Quartal 1995. Weiterhin werden die Preise, die Realzinsen, die Einkommen privater Haushalte, die Investitionen und der Außenhandel untersucht, um ein gesamtwirtschaftliches Bild Rußlands zu erhalten. Dabei wird deutlich, daß die Stabilisierungsauflagen des IWF weitgehend erfüllt wurden. Hauptstreitpunkt im russischen Wahlkampf bleibt weiter die Haushaltspolitik. Der zweite Teil des Berichts behandelt die wirtschaftpolitischen Aussagen der aussichtsreichsten für die Duma kandidierenden Parteien. Dabei wird in das demokratische, linke, nationalistische Lager sowie in Parteien des Zentrums unterschieden.
