Bauarbeitsmarkt : ausgewählte Probleme und längerfristige Perspektiven ; Anmerkungen zum Arbeitnehmer-Entsendegesetz und Status-quo-Prognosen der Beschäftigung im Bauhauptgewerbe bis 2004

Abstract

Die Unternehmen und Beschäftigten der deutschen Bauwirtschaft mußten in den letzten Jahren zunehmend mit lohnkostenbedingt günstigeren ausländischen Anbietern in Konkurrenz treten. Als eine sektorspezifische Arbeitsmarktabschottung auf europäischer Ebene - die sogenannte "Entsenderichtlinie" - gescheitert war, wurde versucht, mit Hilfe eines nationalen "Arbeitnehmer-Entsendegesetzes" der befürchteten Verdrängung inländischer Baufirmen und dem weiteren Anstieg der Arbeitslosenzahlen im deutschen Bauhauptgewerbe Einhalt zu gebieten. Noch während der anfänglichen Debatte um eine europäische Lösung beauftragte der Hauptverband der deutschen Bauindustrie das ifo Institut, die angebots- und die nachfrageseitige Entwicklung der Beschäftigung im Bauhauptgewerbe bis zum Jahr 2004 zu prognostizieren. In dem Beitrag werden - vor dem Hintergrund der Hauptargumente pro und contra Entsende- oder auch Mindestlohngesetz - einige Aspekte und Ergebnisse des Gutachtens zusammengefaßt. Die Trendprognose ergibt für das westdeutsche Bauhauptgewerbe einen Arbeitskräftebedarf von rund 970.000 Personen.
