Abstract

In seinem Gutachten, das am 11. August 1995 in Bonn den beiden auftraggebenden Ministerien (BMA und BMWi) übergeben wurde, spricht sich das ifo Institut für eine deutliche Liberalisierung der Ladenöffnungszeiten aus. Unter anderem wird vorgeschlagen, daß Einzelhandelsgeschäfte von Montag bis Freitag zwischen 6 und 22 Uhr, am Samstag bis 18 Uhr geöffnet haben können. Eine zeitliche Beschränkung der wöchentlichen Öffnungszeit soll es nicht mehr geben. Die Realisierung des insgesamt sechs Punkte umfassenden Vorschlags würde nicht nur den Handlungsspielraum von Einzelhandelsunternehmen, Verbrauchern und Beschäftigten erweitern: Im Zeitraum von etwa drei Jahren könnte der Einzelhandel mit einer liberalisierungsbedingten Umsatzsteigerung um 2 bis 3 % rechnen, und etwa 50.000 Personen könnten zusätzlich beschäftigt werden.
