Existenzgründungsförderung : überwiegend positive Bilanz

Abstract

Zum Jahresende 1991 stellte die Bundesregierung das Eigenkapitalhilfe-Programm (EKH-Programm) für die alten Bundesländer ein, führte es jedoch Mitte 1994 wieder ein. 1992 bis 1994 erstellte das ifo Institut zusammen mit bifego Betriebswirtschaftliches Institut für empirische Gründungs- und Organisationsforschung, Dortmund im Auftrag des Bundesministeriums für Wirtschaft ein umfangreiches Gutachten über die gesamtwirtschaftlichen Wirkungen der Existenzgründungspolitik sowie die Entwicklungen der mit öffentlichen Mitteln - insbesondere Eigenkapitalhilfe - geförderten Unternehmensgründungen. Dargestellt werden die Ergebnisse des Gutachtens in bezug auf das EKH-Programm. Da Existenzgründungen eine Vielzahl von Verstärker- und Verdrängungseffekten mit komplexen Wechselwirkungen auslösen, wird die makroökonomische Bedeutung des EKH-Programms anhand eines ökonometrischen Modells untersucht. Da die Eigenkapitalhilfe eine Subvention darstellt, wird sie auch unter ordnungspolitischen Aspekten betrachtet. Bei vergleichsweise niedrigen Mitnahmeeffekten ist das EKH-Programm für die öffentlichen Haushalte kostenneutral, positive Effekte ergeben sich für Bruttoinlandsprodukt und Beschäftigungsniveau.
