Indien : Wirtschaftsreform und Wirtschaftsentwicklung

Abstract

Vor vier Jahren waren in Indien alle Kriterien erfüllt, um verfassungsgemäß den fiskalischen Notstand erklären zu können. Als Gegenleistung für die Hilfe des internationalen Währungsfonds mußte ein mittelfristiges Strukturanpassungsprogramm in Angriff genommen werden. Es wurde zum Ausgangspunkt der wirtschaftspolitischen Kehrtwende. Die seit 1991 eingeleiteten Maßnahmen umfassen vier Bereiche: die Sanierung des Staatshaushalts, die Liberalisierung des bisher staatlich dominierten Industriesektors und der Handelspolitik sowie die Neustrukturierung des Finanzsektors. Die makroökonomischen Ziele wurden zwar nicht vollständig erreicht, aber das Wirtschaftswachstum belebte sich, und das Bruttoinlandsprodukt dürfte 1994 wieder um rund 5% gestiegen sein. Dank günstiger Außenhandelsentwicklung und verstärkter Auslandinvestitionen haben sich auch die Devisenreserven erholt. Deutsche Unternehmen haben ihr Engagement in Indien ebenfalls verstärkt, es bleibt allerdings noch immer deutlich hinter dem anderer großer Industrieländer zurück.
