Schwachstellen des Weltwährungssystems und Möglichkeiten zu ihrer Beseitigung

Abstract

Die Kritik am gegenwärtigen Weltwährungssystem setzt vor allem an zwei Charakteristika des Regimes flexibler Wechselkurse an: der Volatilität der Kurse und der hohen Wahrscheinlichkeit, daß die Kurse längerfristig von ihren "Gleichgewichtswerten" abweichen. Beide Fehlentwicklungen, die am Vergleich der Bewegungen des (flexiblen) D-Mark-/Dollar-Kurses und des (eher fixen) D-Mark-/Franc-Kurses verdeutlicht werden, können zu Wohlfahrtsverlusten für die betroffenen Volkswirtschaften führen. Um diese Schwachstellen des gegenwärtigen Währungssystems zu beseitigen, ohne seine Flexibilität aufs Spiel zu setzen, sind prinzipiell zwei Wege denkbar: eine stärkere Abstimmung der Wirtschaftspolitik der Triade und die "Austrocknung" der Devisenmärkte. Da der engeren wirtschafts- und währungpolitischen Zusammenarbeit wenig Erfolgschancen eingeräumt werden, wird einem behutsamen Vorgehen, das an der Reduktion der spekulativen Devisenmarktumsätze ansetzt, der Vorzug gegeben.
