Regionalisierte Prognose der Wohnungsfertigstellungen : zunehmende Konzentration auf dynamische Zentren ; Ergebnisse der "ifo Bauvorausschätzung/Regionen in Westdeutschland" 1994-1997

Abstract

Diesem Bericht kann man die Ergebnisse der "ifo Bauvorausschätzung/Regionen in Westdeutschland" 1994-1997 entnehmen. Dabei beruft sich der Autor auf die gleichnamige Teilstudie des ifo Instituts, die soeben abgeschlossen und ausgeliefert wurde. Außer von den demographischen Entwicklungen und den daraus abgeleiteten Bedarfsaspekten wird die Bautätigkeit insbesondere von ökonomischen und politischen Faktoren beeinflußt. Durch die tiefgreifenden Struktureinbrüche erhalten räumliche Umstrukturierungen eine große Dynamik. Der Bausektor ist von diesen Entwicklungen unmittelbar betroffen. Hatte bei der Differenzierung nach den fünf westdeutschen Großregionen insbesondere die enge Parallelität der konjunkturellen Verläufe beeindruckt, so ist diese bei den 75 Raumordnungsregionen (ROR) zwar ebenfalls erkennbar, die Unterschiede zwischen den Teilgebieten treten jedoch stärker in den Vordergrund. Für die ROR wird mit Hilfe der Zahl der Privathaushalte als Bezugsgröße der Koeffizient "mengenmäßige Wohnungsbauintensität" berechnet. Die aktualisierte ROR-Tendenzprognose bis 1997 bringt etwas Bewegung in die Spitzengruppe und ermöglicht eine Identifikation von Gewinnern und Verlierern bei den Wohnungsfertigstellungen.
