Finanz- und Geldpolitik - Vernichten sie Arbeitsplätze?

Abstract

Der Bericht analysiert den Zusammenhang zwischen Finanz- und Geldpolitik im Hinblick auf die Schaffung oder Vernichtung von Arbeitsplätzen. Aus internationaler Erfahrung unterscheidet man zwischen drei Arten des Policy-Mix. Strenge Arbeitsteilung zwischen Fiskal- und Geldpolitik, der Keynessche Ansatz der Steuerung der Gesamtnachfrage sowie die Geldpolitik mit Einfluß auf die reale Wirtschaft und die Arbeitsplätze sind dabei von Bedeutung. Insgesamt wird festgestellt, daß die Schaffung von Arbeitsplätzen ganz entscheident von niedrigen Zinsen abhängt, das ein Zusammenspiel von Geld-, Fiskal- und Lohnpolitik voraussetzt. Durch wirtschaftliche und reformpolitische Ereignisse wurde die Bundesbank zu höheren Zinsen gezwungen. Der Bericht stellt zwei Szenarien dar, wobei einerseits von keiner Haushaltskonsoldierung, stark wachsenden Löhnen und restriktiver Geldpolitik und andererseits von moderater Lohnentwicklung und wachsendem BIP ausgegangen wird. Die Auswirkungen der Szenarien werden am BIP, am Beschäftigungswachstum und der Arbeitslosenquote analysiert. Für die Zukunft wird eine erfolgsorienierte Komponente der Löhne und Gehälter empfohlen.
