Neue Unabhängige Staaten : Reformen zwischen Skylla und Charybdis ; Kasachstan als Beispiel

Abstract

Untersuchungen des ifo Instituts zum Reformprozeß in Kasachstan sowie Vergleiche mit anderen NUS kommen zu dem Ergebnis, daß sich die Transformationsländer der ehemaligen UdSSR auch durch zu einseitig auf die Gesamtwirtschaft ausgerichtete Reformmaßnahmen heute in einer äußerst kritischen Lage befinden, die ihnen eine Gratwanderung zwischen Hyperinflation und Massenarbeitslosigkeit auferlegt - mit anderen Worten: Die NUS sind gezwungen, einen Kurs zwischen der Skylla andauernder gesamtwirtschaftlicher Turbulenzen und der Charybdis politischer Instabilität zu steuern. Es stellt sich zunächst die Frage, wie es zu einem solchen Dilemma kommen konnte. Zur Beantwortung dieser Frage empfiehlt es sich, den Transformationsprozeß in zwei unterschiedliche Problembereiche zu gliedern - einmal in Strukturanpassungen, zum anderen in die ordnungspolitischen Wirtschaftsreformen.
