Abstract

Im Hinblick auf die bevorstehende Verwirklichung des EG-Binnenmarktes und die Diskussion um den in Maastricht gebilligten Entwurf eines "Vertrages über die Europäische Union" sind auch die mit einem Europa der Regionen in Zusammenhang stehenden Fragen in jüngster Zeit wieder besonders aktuell geworden. Der Aufsatz enthält die Rede des Staatssekretärs im Bayerischen Staatsministerium für Wirtschaft und Verkehr, Alfons Zeller, der anstelle des im Programm angekündugten Bayerischen Ministerpräsidenten Dr.h.c. Max Streibl,sprach. Der stellvertretende Vorsitzende des Kuratoriums des ifo Instituts, Prof. Dr. Otto Schlecht, wies in einem einleitenden Statement zu der von ihm moderierten Diskussion auf einige Probleme hin, die sich unter anderem aus einer Erweiterung der Gemeinschaft - nicht nur um die EFTA-Staaten, sondern auch um Länder des ehemaligen Ostblocks - ergeben könnten. In der Diskussion wurde unter anderem die künftige Rollenverteilung zwischen - wie auch immer abgegrenzten - Regionen, Nationalstaaten und Europäischer Gemeinschaft kritisch beleuchtet.
