GUS : Hypotheken der Vergangenheit belasten Umstrukturierung des Agrarsektors

Abstract

Die Länder der GUS verfügen im Agrarsektor über ein großes Potential, konnten dies unter dem zentralistischen Planwirtschaftssystem aber nicht ausschöpfen. Wegen des hohen Stellenwerts der Landwirtschaft für die Versorgungssicherung der Bevölkerung ist ein Erfolg der Reform in diesem Wirtschaftsbereich für das Gelingen des gesamten Umstellungsprozesses besonders wichtig. Das Ausland sollte prioritär Maßnahmen zum Aufbau eines effizienten Handelssystems unterstützen, um den landwirtschaftlichen Erzeugern Alternativen im Absatz ihrer Produkte und im Bezug ihrer Betriebsmittel zu eröffnen. Die Errichtung kleiner Verarbeitungs- und Zulieferbetriebe in Produktionsnähe sowie die Verbesserung des Transportwesens würde dazu beitragen, die extrem hohen Verluste in den der Produktion nachgelagerten Bereichen zu mindern.
