Abstract

Konjunktureller Abschwung dauert an. Einbruch der Agrarproduktion. Bemerkenswerte Exporterfolge garantieren hohe Leistungsbilanzüberschüsse und sichern die Schuldentilgung. Die Inflationsrate bleibt hoch, die Arbeitsproduktivität niedrig. Die Sanktionsfront bröckelt, das Interesse der internationalen Wirtschaft an Südafrika wächst wieder. Die Krise des Goldbergbaus verschärft sich. Staatshaushalt 1991/92 steht im Zeichen wirtschaftlicher Stimulierung und Armutsbekämpfung. Der ANC plädiert für eine drastische Erhöhung der Steuerquote. Anhaltender Machtkampf zwischen ANC und IFP verunsichert Reformpolitik. Carel Boshoff fördert die Illusion eines weißen "Homelands". Bei freien Wahlen: 50 % für den ANC?
