Provoziert die Tabaksteuererhöhung schon 1991 Mehreinnahmen von 1,1 Mrd. DM?

Abstract

Das Tabakaufkommen wuchs 1990 aufgrund der innerdeutschen Grenzöffnung so stark wie schon seit drei Jahrzehnten nicht mehr. Die in diesem Jahr abzusehenden Mehreinnahmen beruhen einmal darauf, daß auch schon im ersten Halbjahr Tabaksteuer aus den neuen Bundesländern in die Bundeskasse fließt. Zum anderen steigt das Aufkommen durch "Vorzieheffekte": Der Handel wird zusätzliche Lager anlegen, und die Verbraucher werden versuchen, durch "Hamsterkäufe" die ab 1. Januar 1992 geplante Erhöhung der Tabaksteuer so lange wie möglich zu umgehen. Legt man die Erfahrungen von 1982 zugrunde, so könnte diese Bevorratung insgesamt etwa 10 Mrd. Zigaretten erreichen. Von den 1991 zu erwartenden Tabaksteuereinnahmen von 21,3 Mrd. DM dürften 1,1 Mrd.DM auf die Vorzieheffekte entfallen. Sollte sich der Zigarettenabsatz ab 1992 sogar dauerhaft auf dem niedrigeren Niveau von 140 bis 145 Mrd. Stück einpendeln, würden die Mehreinnahmen vom blauen Dunst 1992 auf 0,3 Mrd. DM anstelle der erhofften 1,6 Mrd. DM schrumpfen.
