Unterschiedliche Budgetdisziplin - Gefahr für die Europäische Währungsunion?

Abstract

Da die Zuständigkeit für die Finanzpolitik auch nach der Errichtung des Europäischen Zentralbanksystems bei den nationalen Regierungen verbleibt, ist eine zügige Verminderung der Budgetdefizite, wie sie insbesondere in Griechenland und Italien geboten wäre, nicht gewährleistet. In diesem Beitrag werden die Probleme einer Koordinierung der Finanzpolitik in der EG diskutiert und die Budgetdisziplin in den verschiedenen EG-Ländern untersucht. Für die Bundesrepublik bedeutet das, wenn das gesamte Staatsdefizit in den kommenden Jahren bei etwa 3 bis 3,5% des Bruttoinlandsprodukts liegen würde, dann wären dies rund 2 Prozentpunkte mehr als in den vergangenen fünf Jahren. Aber das Staatsdefizit wäre dann in der Bundesrepublik noch deutlich geringer als in den Hoch-Defizitländern (Griechenland 18%, Italien zu 10%, Niederlande zu 4,5%).
