Wohnungsmärkte und Städtebau in der DDR : Ausgangslage - Konzepte - Probleme ; Korreferat

Abstract

Durch die staatliche Leitung des Wohnungsbaues und die Zwangsbewirtschaftung gibt es in der DDR zu wenig Wohnungen. Außerdem ist ein großer Teil der Gebäude sehr sanierungsbedürftig. Da deshalb ein großer Baubedarf besteht, sind die Perspektiven für die Bauwirtschaft ausgezeichnet. Am schnellsten wird der Wirtschaftsbau anspringen, der Wohnungsbau wird nachziehen. Wichtige Investitionsvoraussetzungen dafür sind aber eine Reform des Eigentumsrechts und des Mietrechts. Für die Wohnungsbauförderung in der DDR ist ein Programm zur Instandsetzung und Modernisierung am wichtigsten. Mit Belegungsrechten der Kommunen an einem Teil des Mietwohnungsbestandes könnte das Problem umgangen werden, daß z.B. zunehmend billige Wohnungen in Ost-Berlin an gut verdienende West-Berliner vermietet werden.
