Indikatoren zur Messung von Flächenffizienz

Abstract

Die Nachhaltigkeitsstrategie der Bundesregierung sieht vor, die zusätzlich in Anspruch genommene Fläche für Siedlungs- und Verkehrszwecke bis zum Jahr 2030 auf weniger als 30 ha pro Tag zu verringern. Gegenüber dem aktuellen Wert stellt dies nahezu eine Halbierung dar. Dem steht jedoch entgegen, dass wirtschaftliche Entwicklung im Regelfall mit der Bebauung von bislang ungenutzten Flächen einhergeht und dass auch eine regional zunehmende Bevölkerung den Bedarf an Siedlungs- und Verkehrsfläche erhöht. Aus diesem Grund erscheint es sinnvoll, nicht die absolute Inanspruchnahme von Flächen als Zielgröße zu definieren, sondern stattdessen die Effizienz der Flächennutzung zu optimieren. Im vorliegenden Beitrag wird ein Vorschlag unterbreitet, wie sich die Flächeneffizienz unter Berücksichtigung der Entwicklung von Einwohnerzahlen und Erwerbstätigen ermitteln lässt.
