Zu wenig unternehmerische Initiative: Gründungen und Gründerneigung in Ostdeutschland

Abstract

Als Ursache für die ausbleibende „Angleichung“ der wirtschaftlichen Ergebnisvariablen in Ostdeutschland werden immer wieder strukturelle Defizite genannt, vor allem das Fehlen von großen eigenständigen Unternehmen. Wenn diese fehlen, kommt es umso mehr auf die vorhandenen kleineren Unternehmen an. Deren Wachstumsdynamik ist aber leider nicht sehr groß. Vielfach fehlt es auch an „unternehmerischer Initiative“ in den ostdeutschen Ländern, was sich bspw. in einer geringen Zahl an Unternehmensgründungen und einer unterdurchschnittlichen Selbständigenquote widerspiegelt. Der vorliegende Beitrag sucht nach Ursachen für die geringe Gründungsneigung und zeigt Schlussfolgerungen für die Wirtschaftspolitik auf.
