Abstract

Der Regierungsentwurf zum Doppelhaushalt 2019/20 des Freistaats Sachsen sieht erhebliche Mehrausgaben vor. Zwar ist die Situation der öffentlichen Einnahmen derzeit so gut wie nie; es mehren sich aber die Risiken für einen konjunkturellen Abschwung, der mit rückläufigen Einnahmen verbunden wäre. Zudem gelingt der Haushaltsausgleich nur durch den Rückgriff auf in der Vergangenheit angesammelte Rücklagen. Dies ist nicht unproblematisch.
