Optionen einer Weiterentwicklung der Indikatorik für die von der EU abgegrenzten Regionalfördergebiete nach 2020

Abstract

Der Ausweis von Regionalfördergebieten ist in den Mitgliedsstaaten der EU nur im Rahmen eines von der Europäischen Kommission kriteriengestützt festgelegten „Bevölkerungsplafonds“ möglich. Dieser wird für die kommende Förderperiode ab 2021 in Deutschland aufgrund der im EU-Vergleich relativ günstigen gesamtwirtschaftlichen Entwicklung voraussichtlich deutlich niedriger ausfallen als bislang. Verstärkt wird dieser Effekt noch durch den vom BREXIT ausgelösten statistischen Effekt, da sich dadurch das Bruttoinlandsprodukt je Einwohner in der EU-27 verringern dürfte. Zur Überwindung der entstehenden Nachteile für die deutsche Regional- und Strukturpolitik zu Gunsten der entwicklungsschwächeren deutschen Regionen werden eine Reihe von methodischen Änderungen bei der Bestimmung des Bevölkerungsplafonds vorgeschlagen, um die nationalen regionalen Besonderheiten auch weiterhin im Rahmen einer nationalen Regionalpolitik angehen zu können.
