Auf die Länder kommt es an! Berechnung eines Vorschlages zur Übernahme kommunaler Sozialausgaben durch den Bund von EICHELet al. (2013)

Abstract

Hans Eichel, Philipp Fink und Heinrich Tiemann haben im Juni 2013 für die FRIEDRICH-EBERT-STIFTUNG(FES) einen Vorschlag zur Neuordnung der föderalen Finanzbeziehungen vorgelegt. Eine wichtige Säule ist dabei die Übernahme der Sozialausgaben durch den Bund. Das IFOINSTITUT, Niederlassung Dresden, hat im Auftrag der FES eine fiskalische Analyse dieser Maßnahme durchgeführt. Dazu wurden die Aus-wirkungen auf den Länderfinanzausgleich sowie beispielhaft auf den kommunalen Finanzausgleich in Nordrhein-Westfalen untersucht. Abhängig von den getroffenen Annahmen ist es möglich, dass durch die Übernahme der Sozialausgaben durch den Bund die Zielsetzung des Vorschlags – eine Reduzierung regionaler Disparitäten – durch die Entlastung von Kommunen in prekärer Haushaltslage erreicht wird. Da die Länder bei der Verteilung der Mittel auf die Kommunen jedoch eigene Handlungsspielräume be-sitzen (z.B. eine Anpassung des kommunalen Finanzausgleichs), ist für die Umsetzung des Vorschlagsein entsprechendes Mitwirken der Länder notwendig, um die Mittel tatsächlich im Sinne der Ziele des Vorschlags an die Kommunen zu verteilen.
