Der Traum von „gleichwertigen Lebensverhältnissen“

Abstract

Seit einiger Zeit ist das Gebot der Schaffung „gleichwertiger Lebensverhältnisse“, das im Grundgesetz verankert ist, Gegenstand reger Diskussionen. Landes- und Kommunalpolitiker richten auf seiner Grundlage Anspruchshaltungen auf, die emotional und öffentlichkeitswirksam diskutiert werden und in der Folge zu Spannungen zwischen besser und schlechter gestellten Regionen führen. Solche Entwicklungen sind immer dann zu beobachten, wenn es um Umverteilung geht, und sind z. B. auch bei der Diskussion um den bundesstaatlichen Finanzausgleich wahrzunehmen, der im Jahr 2019 endet und bis dahin durch eine neue Vereinbarung ersetzt werden muss. Die Art und Weise, mit der Diskussionen wie diese geführt werden, zeigt, dass der gesellschaftliche Zusammenhalt nicht nur vom absoluten Wohlstandsniveau, sondern auch von relativen Unterschieden innerhalb der Gesellschaft abhängt.
