Effizienzanalyse kommunaler Ausgaben im Freistaat Sachsen

Abstract

Durch knapper werdende Einnahmen und den Wandel der demographischen Zusammensetzung der Gemeinden sind Anpassungen der öffentlichen Leistungen notwendig. Um mögliche Einsparpotenziale und Anpassungsbedarfe identifizieren zu können, wird in diesem Artikel die Effizienz der Bereitstellung ausgewählter Gemeindeleistungen in Sachsen untersucht. Das Konzept der Effizienzanalyse basiert auf dem Grundgedanken, dass Gemeinden durch Inputs (wie z. B. Mitarbeitern) Outputs (wie z. B. Kitaplätze) anbieten. Eine Gemeinde wird als effizient eingestuft, wenn sie mit den gegebenen Mitteln den höchstmöglichen Zielertrag erreicht. Die Ergebnisse zeigen, dass besonders in kleinen Gemeinden Ineffizienzen vorhanden sind. Aber durch das höhere Ausgabevolumen größerer Gemeinden ist das Einsparpotenzial hier höher.
