Ansiedlungshilfen für die Halbleiterindustrie im internationalen Vergleich - Europa im Hintertreffen?

Abstract

Im internationalen Standortwettbewerb ist die Halbleiterindustrie einer der dynamischsten Global Player, wenn es darum geht, nach unter Kostengesichtspunkten lukrativen Investitionsstandorten zu suchen. Weltweit werden potenziellen Investoren aus dieser Branche breit gefächerte Unterstützungsleistungen geboten, um Anreize für die Wahl eines bestimmten Standorts zu bieten. Während außereuropäische Länder hierbei über ein vielfältiges Förderinstrumentarium mit teilweise beträchtlichem Finanzierungsvolumen pro Förderfall verfügen, sind die in den Mitgliedstaaten der Europäischen Union zulässigen Ansiedlungshilfen stark beschränkt. Am Standort Sachsen haben sich in den vergangenen Jahren namhafte Unternehmen der Halbleiterbranche niedergelassen. Angesichts der in anderen Ländern möglichen Subventionen besteht aber das Risiko, dass Folgeinvestitionen eher dort als in Sachsen realisiert werden. Dies könnte auf lange Sicht die Existenz der Halbleiterindustrie in Sachsen und in ganz Europa gefährden.
