Deutschlandprognose 2003: Konjunktur belebt sich nur zögerlich

Abstract

Die deutsche Wirtschaft hat sich nach der Rezession des Jahres 2001 stabilisiert. Zu einem Aufschwung ist es aber nicht gekommen; im Jahresdurchschnitt 2002 hat das reale Bruttoinlandsprodukt nur um 0,2 % zugenommen. Die Expansion der gesamtwirtschaftlichen Produktion wird im I. Quartal 2003 nahezu zum Stillstand kommen. Maßgeblich hierfür ist der fiskalisch bedingte Kaufkraftentzug; die Finanzpolitik wirkt restriktiv. Erst im weiteren Jahresverlauf ist allmählich mit einer Belebung zu rechnen, das reale Bruttoinlandsprodukt wird aber nur um 1,1 % expandieren. Die Arbeitslosenzahl wird jahresdurchschnittlich auf 4,22 Mill. steigen, die Arbeitslosenquote auf 9,9 %. Die Verbraucherpreise werden annähernd stabil bleiben, die Inflationsrate dürfte erneut bei 1,3 % liegen. Der staatliche Finanzierungssaldo wird im Jahr 2003 von 77 Mrd. Euro auf 62 Mrd. Euro (2,9 % des Bruttoinlandsprodukts) zurückgehen.
