Erfüllt Tschechien die EU-Beitrittskriterien? : Aussenwirtschaft

Abstract

Auf der aktuellen Tagesordnung der deutschen EU-Ratspräsidentschaft steht die Reform der Europäischen Union. Die Reform hat einen internen und einen externen Aspekt. Unter dem internen ist die Korrektur der EU-Einnahmen und -Ausgaben zu verstehen, die sich aus einer kritischen Bewertung der bisherigen Politik bzw. aus veränderten finanziellen Verhältnissen in Europa ergibt. Die Funktionsweise und die Kontrolle der EU-Institutionen gehören ebenfalls dazu. Bei ihnen wird der Reformbedarf vor allem durch die Mißwirtschaft der letzten EU-Kommission, die zu deren Rücktritt geführt hat, offensichtlich. - Der externe Aspekt besteht in der EU-Erweiterung um zunächst fünf mittel- und osteuropäische Staaten (Tschechien, Polen, Ungarn, Estland und Slowenien) sowie Zypern. In der deutschen Öffentlichkeit wurde bisher vorrgangig die innere Reform diskutiert, u.a. deshalb weil sich durch eine Veränderung der Agrarpolitik und eine Reduzierung des deutschen Netto-Beitrages zum EU-Haushalt eine Verbesserung der deutschen Position erwartet wurde. Nachdem sich das Reformpaket der Agenda 2000 am 26. März dieses Jahres als kompromißfähig erwiesen hat, wird die Diskussion stärker als bisher die EU-Erweiterung zum Gegenstand haben.
