Kommunale Selbstverwaltung und Finanzierungskapazität der Kommunen : zwei Seiten einer Medaille

Abstract

Der mit dem Beitritt der DDR zur Bundesrepublik Deutschland verbundene Übergang von der zentralen staatlichen Leitung und Planung zur kommunalen Selbstverwaltung stellte die Kommunen in den neuen Ländern vor völlig neue Herausforderungen. Zudem erfolgte der Übergang von der bisherigen zentralistischen Planwirtschaft zur sozialen Marktwirtschaft, dessen ökonomische und soziale Auswirkungen auf die Kommunen, und damit auch auf deren Finanzierungskapazität, Rückwirkungen hatten. Nach einer kurzen Darstellung der Freiheitsgrade der Kommunen in der ehemaligen DDR wird im Anschluß ein Überblick über die Finanzsituation der sächsischen Kommunen im Ost-West-Vergleich gegeben.
