Kulturfinanzierung in Sachsen - Mehr Effizienz durch das Kulturraumgesetz?

Abstract

Das kulturelle Erbe Sachsens ist weltbekannt. Daneben gibt es jedoch ein dichtes Netz von Kultureinrichtungen, das in der früheren DDR zentral verwaltet und finanziert wurde. Seit dem Auslaufen der Übergangsfinanzierung unterstützt der Freistaat Sachsen die Kommunen und Landkreise bei der Sicherung, aber auch bei einem zeitgemäßen, effizienzorientierten Umbau der kulturellen Infrastruktur. Seit 1995 wird ein "Kulturlastenausgleich" zwischen drei urbanen und acht ländlichen Räumen sowie innerhalb der ländlichen Räume praktiziert. Im Sächsischen Kulturraumgesetz wird eine jährliche Mindestsumme von 150 Millionen DM zur Förderung regional bedeutsamer Kultureinrichtungen und -projekte festgelegt. Die Landeszuweisung ist davon abhängig, daß der Kulturraum selbst Mittel in gleicher Höhe zur Verfügung stellt. Die bisherigen Erfahrungen zeigen, daß die ländlichen Räume - nicht zuletzt wegen der Kofinanzierungspflicht - die maximal möglichen Zuweisungen nicht ausschöpfen.
