Wie kann der Einzelhandel zur Entwicklung der Innenstädte beitragen?

Abstract

Das ifo Institut untersuchte im Auftrag der Stadtverwaltung Radebeul die Situation des Einzelhandels in dieser Stadt. Im folgenden wird auf einige Erkenntnisse dieser Untersuchung zurückgegriffen. Nach Einführung der Wirtschafts-, Währungs- und Sozialunion setzte im Einzelhandel Ostdeutschlands ein schneller Strukturwandel ein. Westdeutsche Großfilialisten und ander Großbetriebsformen des Einzelhandels bauten ihre Marktpositionen dynamisch auf und aus. Die ostdeutschen HO- und Konsumläden wurden zum großen Teil aufgekauft und in die West-Organisationen integriert. Zwischen Dresden und Radebeul bestehen enge wirtschaftliche und städtebauliche Verflechtungen. Radebeul kommt als Mittelzentrum die Aufgabe zu, im Verflechtungsbereich die Versorgung der Bevölkerung mit Gütern und Dienstleistungen auch des gehobenen Bedarfs zu gewährleisten. Die Versorgung durch den Einzelhandel in Radebeul erfolgt weitgehend getrennt in verschiedenen Ortsteilzentren. Im Wettbewerb um die Gunst der Kunden muß der kleine und mittelständische Einzelhandel durch ein attraktives Sortiment, eine ansprechende Ladengestaltung überzeugen.
