Abstract

Die Konjunkturerwartungen für 1996 drohen auf ein wenig komfortables Niveau zu schrumpfen. Durch zunehmende Firmenzusammenbrüche und Beschäftigungsabbau breitet sich unter den Arbeitnehmern immer mehr Unsicherheit aus. Für die Arbeitslosen erscheint die Situation ausweglos. Durch geplante Kürzungen im öffentlichen Sektor wird auch die soziale Marktwirtschaft bedroht. Das Wirtschaftssystem Deutschland beruht auf einer Grundordnung, in der Wachstum und materieller Wohlstand ihren Ursprung in neuen technischen, organisatorischen und sozialen Innovationen haben und daraus Produktivitätszunahmen resultieren. Dieser Prozeß setzt Arbeitskräfte frei, wenn die Produktion auf dem bestehenden Niveau verweilt. Um in einer offenen Wirtschaft zu überleben, bleibt für Deutschland keine Alternative, als den bisherigen Zusammenhang zwischen Produktivität und realen Arbeitsentgelten mit seinem Spiraleffekt aufzulösen und die Produktivitätszuwächse in Preissenkungen weiterzugeben. Wenn das gelingt, kann mehr exportiert werden und die inländische Produktion ausgeweitet werden.
