Der sächsische Arbeitsmarkt im Oktober 1995

Abstract

Die Lage auf dem sächsischen Arbeitsmarkt hat sich im Oktober 1995 etwas entspannt. Die Zahl der Erwerbslosen in Sachsen ging gegenüber September um 600 auf 291.000 Personen zurück. Allerdings liegt diese Zahl erstmals seit Juli 1994 wieder über dem Wert des jeweiligen Vorjahresmonats. Der Vergleich zum Vorjahr fällt damit immer ungünstiger aus. Diese auf den ersten Blick ungünstige Entwicklung der Erwerbslosigkeit muß jedoch im Kontext einer deutlich rückläufigen Entlastung des Arbeitsmarktes durch die verschiedenen Instrumente des Arbeitsförderungsgesetzes gesehen werden. Um eine realistische Analyse zu gewährleisten, muß die Reduzierungsquote und die Stützungsquote herausgerechnet werden. Insgesamt gesehen hat das Niveau der Unterbeschäftigung, also die Summe aus Arbeitslosenquote und Entlastungsquote, in Sachsen seit Beginn des Jahres 1995 stark abgenommen. Weiterhin wird die Problematik der Arbeitsmarktförderung diskutiert. Eine unangemessene Kürzung der Mittel zur Weiterbildung und Umschulung könnten unerwartete Einflüsse auf den sozialen Frieden und die Standortqualität in Sachsen ausüben.
