Aufholprozeß Ostdeutschland : Strategien für die Zukunft

Abstract

Der Bericht beinhaltet den Vortrag von Prof. Georg Milbradt anläßlich der ifo Jahresversammlung am 22. Juni 1995 in München. Thema ist der Aufholprozeß in Ostdeutschland und die daraus entstehenden Strategien für die Zukunft. Zunächst werden die Grundentscheidungen dargelegt, die seit der Wiedervereinigung beider deutscher Staaten bis zum Jahr 1995 getroffen wurden. Es wird deutlich, daß das Hauptproblem bei der Bewältigung des Strukturbruchs in Ostdeutschland die mangelnde Flexibilität bei neuen Herausforderungen ist. Die Orientierung an westdeutschen Verhältnissen verursachen Entscheidungsprobleme bei spezifischen ostdeutschen Problemen. Daher ist es für Ostdeutschland notwendig zukunftssichernde Strategien zu entwickeln, die den Aufholprozeß fördern. Besonders in der Lohnpolitik, in der Arbeitsmarktpolitik, in der Verbesserung der wirtschaftsnahen Infrastruktur, bei der Förderung privater Investitionen und der Unterstützung der Wissenschaft, der Forschung, des Humankapitals und des dispositiven Faktors müssen neue Strategien entwickelt werden.
