Der Stellenwert öffentlich finanzierter Forschungseinrichtungen in Ostdeutschland

Abstract

Der Aufsatz betrachtet eine Telefonumfrage des ifo Instituts, die im Auftrag der Wirtschaftswoche im Mai dieses Jahres bei 500 westdeutschen und 200 ostdeutschen Unternehmen durchgeführt wurde. Dabei ging es darum zu erfahren, wie verschiedene Vorschläge zur Neugestaltung der Forschungs- und Technologiepolitik von den Unternehmen beurteilt werden. Von besonderem Interesse war das Antwortverhalten der ostdeutschen Unternehmen. Die Einrichtung von Großforschungseinrichtungen in Ostdeutschland ist dafür ein wichtiger Bezugspunkt. Die Auswertung nach ost- und westdeutschen Unternehmen zeigt, daß insgesamt keine gravierenden Differenzen in der Bewertung der vorgeschlagenen forschungspolitischen Aktivitäten bestehen. Vermehrte staatliche Impulse werden sowohl im Bereich der Setzung von Rahmenbedingungen als auch bei direkten und indirekten Fördermaßnahmen als nützlich angesehen. Zusammenfassend ist allerdings anzumerken, daß ein erheblicher Teil der Befragten in Ost- wie in Westdeutschland mit der Zuspitzung der Vorschläge auf die Rolle der öffentlichen Forschung nicht zufrieden sind.
