Zurück in den "ersten" Arbeitsmarkt: Das Instrument des ?249h AFG

Abstract

Der ?249h Arbeitsförderungsgesetz (AFG) wurde vor dem Hintergrund der gravierenden Umwälzungen in der ostdeutschen Wirtschaft und der damit verbundenen Massenarbeitslosigkeit eingeführt. Seine Zielsetzung ist einerseits eine Linderung der massiven Probleme auf dem Arbeitsmarkt der neuen Länder. Insbesondere soll eine Ergänzung (oder Ablösung) zu traditionellen Arbeitsbeschaffungsmaßnahmen (ABM) geschaffen werden. Andererseits steht die Durchführung dringender infrastruktureller Aufgaben im Umwelt- und sozialen Bereich im Vordergrund. Es wird eine stärkere Koordinierung von beschäftigung- und strukturpolitischen Zielen angestrebt. An die Stelle von Lohnersatzleistungen treten Lohnkostenzuschüsse (Subventionen), die diesem neuen Instrument eine Brückenfunktion in den "ersten" Arbeitsmarkt zuweisen. Der Aufsatz informiert über bisherige Anwendungen in Sachsen und weist auf Anwendungsprobleme hin. Außerdem zeigen Graphiken die Entwicklung der Beschäftigten in Maßnahmen nach ?249h AFG sowohl in den neuen Bundesländern (April 1993 bis Juli 1994) als auch in Sachsen (Stand: Juli 1994).
